Mega Tier List

A mechanical Mega and Primal ranking after the Super Max “+” attack update. Party-of-2 raid performance is the main combat lens. Two mutually boosted active Megas are compared against the best non-Mega pair supported from the back by Primal Kyogre, Primal Groudon, or Mega Rayquaza. Every tier follows an explicit combat, candy, full-pool type-leader, or coverage rule. Baseline and weather-conditional results have separate tier labels, so a weather-only win cannot be mistaken for an unconditional one.

How the tiers were judged

All evidence, no vibes. Every placement must resolve to a stated tier rule and a reproducible calculation; every boss claim must also name the profile. Raw DPS movement alone is not utility and does not automatically move a Pokemon between tiers.

  • Every Mega and Primal attacker is modeled at level 52 with 15/15/15 IVs. Ordinary attackers remain level 50.
  • An attached active “+” attack receives the exact Mega Level 4 multiplier of 1.3. Power is never rounded in the calculation: Outrage+ uses 185 × 1.3 = 240.5.
  • Party Power timing is modeled for parties of two, three, and four. Party of 2 is the binding raid mode; the ordinary raid and Gym modes determine only their stated type floors.
  • In the active-Mega strategy, both Trainers use the same candidate. A Mega does not boost itself, so each one receives only the other Trainer's aura. Every Fast and Charged Attack is evaluated independently at 1.3× when covered by that aura and 1.1× otherwise, and the best moveset is selected after those multipliers apply.
  • The competing background strategy gives both Trainers the highest-DPS repeatable non-Mega plus a backline Primal Kyogre, Primal Groudon, or Mega Rayquaza. The audit separately reselects the non-Mega moveset under Water/Electric/Bug, Ground/Fire/Grass, and Flying/Dragon/Psychic coverage, then binds to the fastest of the three strategies.
  • Both sides are symmetric duos, so the factor of two cancels: one boosted active Mega's DPS is compared with one background-supported non-Mega's DPS. This is an active-segment benchmark; a full six-slot faint, relobby, and backline-entry simulation can differ.
  • DPS differences of at most 1% are treated as scenario-dependent ties. “Outright duo leader” therefore includes every mutually boosted Mega or Primal within 1% of both the nominal active-Mega leader and the binding background strategy. “Catch-aligned duo leader” applies the same tolerance after requiring the candidate's aura to cover the type of the Pokemon actually caught.
  • Tier assignment is automatic and applies the combat rules in strict order. A is a no-weather outright + catch-aligned result; A− is the same result only under weather. B+ is a no-weather catch-aligned result; B is weather-only catch alignment. B− is a no-weather outright result; C+ is weather-only outright. The first applicable rule wins.
  • With no qualifying boss result, C requires a strategy within 1% of the fastest Party-of-2 result against a synthetic target weak only to a Charged Attack type included in the candidate's own aura. The audited type is 1.6× effective and every other attack type is neutral. Normal is excluded because it cannot deal super-effective damage. This comparison includes every mutually boosted active Mega or Primal and the best repeatable non-Mega under each of the three backline auras; there is no Mega-only leaderboard.
  • C− applies the same 1% full-pool rule to Gym damage, comparing every Mega, Primal, and non-Mega attacker without a teammate aura. Normal remains excluded, and additional “+” attacks are unavailable in Gym mode.
  • The remaining coverage rules are also exact. F first takes monotypes and every package strictly contained by a higher-tier backline aura, even when an exact duplicate also exists. Among the rest, D+ is an unduplicated multi-type package, D contains exact duplicates when none reaches C−, and E applies when an exact duplicate reaches C− or higher. This puts Salamence, Latias, and Latios under Mega Rayquaza just as Scovillain sits under Primal Groudon.
  • Catch-candy alignment uses the encounter rather than the raid-boss form. Mega raids award the ordinary Pokemon, fusion raids award regular Necrozma or Kyurem, and Crowned raids award the Hero form. See the official Mega encounter rule.
  • All 95 numeric Mega and Primal branches in the current Game Master are ranked as attackers. As targets, ordinary Mega bosses are excluded, while Legendary or Mythical Mega and Primal branches remain included as requested. Unreleased branches are explicitly projections.
  • The target sweep contains 188 profiles: every Legendary, Mythical, and Ultra Beast base profile in the Game Master, every distinct typed form represented there, and all 18 Arceus and 18 Silvally types. Unannounced profiles—including regular Zygarde and Magearna—are labeled foreseeable assumptions rather than announced raids.
  • A separate weather sweep applies the current 1.2× attack bonus independently to every matching Fast and Charged Attack on both sides, then reselects every moveset. Conditional tiers record the exact weather that creates the qualifying result; no-weather evidence always keeps its stronger corresponding label.
  • The profile sweep is a coverage check, not an equal-weight score. Boss moves and their own weather boost, survival, damage-derived energy, breakpoints, relobbies, and when the backline booster enters battle can change a specific raid simulation.

The official update says additional attacks scale with Mega Level and cannot be used against Gym defenders. The ordinary teammate-aura and non-stacking rules are in the Mega battle-bonus help. See the Mega Finale announcement for the additional-attack rules. The official weather table supplies the seven boosted type groups; the current Game Master supplies the 1.2 attack multiplier. Released or announced target labels are cross-checked against Road of Legends, the Mega Finale, and the Hoopa Unbound Elite Raid. Every other Game Master target is visibly treated as a foreseeable assumption. Within each tier, entries are ordered by National Pokedex number rather than strength. Run npm run audit:megatier to regenerate the target pool, background comparisons, full-pool type leaders, mechanical tiers, and per-boss evidence whenever the Game Master changes. Announced projection: The Mega Squads announcement gives Fell Stinger+ and Dark Pulse+ base powers of 140 and 150 for September 8. The Staraptor Super Mega Raid Day announcement gives Brave Bird+ a Raid power of 150 for September 19. Their full combat records are not active in the Game Master yet. The estimates use each ordinary move's duration and 100 energy, matching the permanent “+” attacks already in the Game Master, and will need rechecking when the records go live. Those permanent moves are calculation inputs, so they are not repeated in this table.

    Without weather, Raichu Y has three catch-aligned leads and 23 separate outright wins, but no combined profile. Rain makes Zapdos and both Thundurus formes simultaneously outright and catch-aligned by 28.7%, which mechanically places it in A-.

    Gengar is the full-pool Gym Ghost leader, 7.6% ahead of runner-up Mega Chandelure. It does not win a modeled raid-boss matchup.
  • Mega Sceptile
    Sceptile is the full-pool Gym Grass leader, 6.6% ahead of runner-up Mega Meganium.
  • Mega Gardevoir
    Gardevoir is the nominal full-pool Gym Fairy leader, with Mega Magearna only 0.8% behind and therefore a co-leader under the 1% rule. The previous Alakazam comparison was a neutral-target audit artifact that overcounted Psychic fast-move damage.
  • Mega Absol Z Unreleased
    Absol Z is the full-pool Gym Dark leader, 5.5% ahead of runner-up Mega Absol.
